Dr. Salim M. AlMalik, Director-General (DG) of the Islamic World Educational, Scientific, and Cultural Organization (ICESCO), participated in the launch ceremony of the 100,000 entrepreneurs’ program in Morocco on Tuesday, 20 June 2023.
The event was organized by the Ministry of Economic Inclusion, Small Business, Employment and Skills in partnership with the National Agency for the Promotion of Employment and Skills.
The ceremony was chaired by Dr. Younes Sekkouri, Minister of Economic Inclusion, Small Business, Employment and Skills in Morocco, and saw the attendance of Mr. Abdellatif Miraoui, Minister of Higher Education, Scientific Research and Innovation and a host of officials in the field of entrepreneurship in the country. The program aims to support 100,000 entrepreneurs by 2026, including small contractors, self-contractors and units operating in the informal sector.
ICESCO DG affirmed the Organization’s support for entrepreneurship and innovation through various programs and initiatives in the Islamic world, notably the ICESCO project for training youth in creating and developing small projects in technology and innovation, and the program for developing a sense of innovation and entrepreneurship among women and youth, implemented in ten (10) African countries.
Dr. Salim Al-Malik, Director General of the Islamic World Educational, Scientific and Cultural Organization (ICESCO), attended the international symposium on “The Role of the Media in Supporting the Cultural Identity of Al-Quds Al-Sharif,” organized by the Ministry of Youth, Culture and Communication in the Kingdom of Morocco, in cooperation with Bayt Mal Al-Quds Agency, in conjunction with the meetings of the Arab Ministers of Information, which Morocco hosts from 19 to 21 June.
The symposium, which was held on Tuesday 20 June 2023, witnessed a high-level attendance that included ministers and officials from Arab ministries of information, heads of specialized Arab organizations and federations, as well as ambassadors and representatives of Arab diplomatic missions accredited in Rabat, and experts in the field of journalism and media from several Arab countries.
Dr. Al-Malik affirmed that his attendance at the symposium is part of ICESCO’s established orientations to support Al-Quds Al-Sharif and to promote and protect the civilizational identity of the city, noting that the Organization is striving to support Palestinian institutions in the fields of education, science and culture, and contribute to preserving and valuing the cultural heritage of the city, and preserving its identity.
The symposium tackled two themes, the first dealt with: “the question of Al-Quds Al-Sharif in the Arab and international media: contents and trends,” while the second theme dealt with the effective media treatment of the question of Al-Quds Al-Sharif in the Arab world, aimed at drawing attention to the risks of promoting misrepresentations, misleading notions and fallacious terms about Al-Quds Al-Sharif and the Palestinian cause.
Dr. Salim M. AlMalik, Director-General of the Islamic World Educational, Scientific and Cultural Organization (ICESCO), received journalist Karam Jabr, Chairman of the Supreme Council for Media Regulation in the Arab Republic of Egypt, and together discussed prospects for cooperation between the Organization and the Council in several fields, notably training and capacity building for media professionals.
During the meeting, held on Monday, June 19, 2023, at ICESCO Headquarters in Rabat, Dr. AlMalik hailed the special relations between the Organization and the Arab Republic of Egypt in the Organization’s areas of competence, commending the sustained support of H.E. President Abdel Fattah El-Sisi, who granted his generous patronage to the Organization’s General Conference held in the New Administrative Capital in December 2021, and ICESCO’s Year of Youth, a year-long event which will be launched next July and will feature the implementation of several initiatives and programs for the benefit of the youth of the Islamic world.
For his part, the Egyptian official expressed his appreciation for the roles ICESCO assumes to support its Member States within the realm of its competence, stressing his keenness to build fruitful cooperation between the Organization and the Council.
The meeting discussed the key axes of ICESCO’s vision and strategic orientations, and the major initiatives, programs and activities implemented by the Organization, especially in the field of building the capacities of journalists and media professionals in coordination with the competent authorities in the Member States to keep up with the latest developments in the profession and capitalize on modern technology applications to develop the skills of workers in the field.
At the close of the meeting, the two parties agreed to continue coordination to build fruitful cooperation between the two institutions and sign a cooperation agreement to provide for the implementation of practical programs and projects.
The meeting was attended by Dr. Mohamed Zinelabidine, Head of the Culture and Communication Sector, Ms. Sally Mabrouk, Director of the Office of the Director-General, and Mr. Sami Kamhawy, Head of the Department of Information and Institutional Communication.
Following the meeting, Dr. AlMalik accompanied journalist Karam Jabr on a tour of the International Exhibition and Museum of the Prophet’s Seerah and Islamic Civilization, currently housed at ICESCO Headquarters, in its first stop outside the Kingdom of Saudi Arabia, in partnership with the Muslim World League and the Muhammadia League of Scholars.
Dr. Salim M. AlMalik, Director-General of the Islamic World Educational, Scientific and Cultural Organization (ICESCO), received Dr. Firass Abiad, Minister of Health of the Lebanese Republic, to explore cooperation prospects between ICESCO and Lebanon in supporting digital transformation in the health sector, disseminating health awareness and promoting public health.
At the outset of the meeting, held on Thursday, June 15, 2023, at ICESCO Headquarters, in Rabat, in the presence of Ambassador Ziad Atallah, Ambassador of the Lebanese Republic to the Kingdom of Morocco, Dr. AlMalik welcomed the Lebanese Minister, stressing the Organization’s keenness to enhance cooperation with Lebanon and design joint programs in the health sector, especially after fulfilling the legal procedures for Lebanon’s official accession to ICESCO.
ICESCO Director-General reviewed the Organization’s efforts in assisting its Member States in the health field by implementing several programs and projects such as the program for improving water, sanitation and hygiene services in 1,000 rural schools in Muslim countries, as well as organizing medical, social and educational caravans to promote public and psychological health.
For his part, Dr. Abiad commended ICESCO’s efforts, stressing the eagerness of the Lebanese Republic to build closer cooperation with the Organization, in order to develop joint health programmes. He reiterated his gratitude to ICESCO for its assistance in securing the return of Lebanese students after the outbreak of the crisis in Ukraine.
The meeting brought together Ms. Nadeen Hilal, Advisor to the Lebanese Minister of Health, Dr. Ahmed Said Bah, Advisor to ICESCO Director-General for Partnerships and International Cooperation, Supervisor of the Secretariat of National Commissions and Conferences, and Ms. Sally Mabrouk, Director of the Office of ICESCO Director-General.
Following the meeting, Dr. AlMalik took Dr. Abiad on a tour of the International Exhibition and Museum of the Prophet’s Seerah and Islamic Civilization, currently held at ICESCO Headquarters, where he listened to detailed explanations about the content of the Exhibition pavilions and sections, that use modern display technology to narrate and document in detail the biography of our Prophet (PBUH).
Dr. Salim Al-Malik, Director-General (DG) of the Islamic World Educational, Scientific and Cultural Organization (ICESCO), received Mr. Ignacio de Cossio, Ambassador of the Republic of El Salvador to the Kingdom of Morocco. Both parties discussed prospects for cooperation between the Organization and El Salvador in the fields of education, science and culture.
During the meeting, which took place on Thursday 15 June 2023 at ICESCO Headquarters in Rabat, Dr. AlMalik reviewed the key programs and activities implemented by the Organization, within the framework of its new vision and strategic orientations, which are based on openness, cooperation and further communication not only with its Member States but also with other Non-member countries which ICESCO deems eligible for obtaining the observer status.
ICESCO DG stressed the Organization’s keenness to build fruitful cooperation between ICESCO and El Salvador in areas of common interest, especially the establishment of a center for teaching Arabic to non-Arabic speakers.
For his part, the Ambassador of El Salvador to Morocco praised the roles played by ICESCO in supporting its Member States in the Organization’s fields of action, stressing his country’s keenness to cooperate with ICESCO. He also affirmed its willingness to discuss the procedures for joining the Organization as an observer country and invited ICESCO Director-General to visit the Republic of El Salvador and meet officials concerned with education, science and culture.
The meeting was attended, on ICESCO side, by Mr. Anar Karimov, Head of the Partnerships and International Cooperation Sector, Dr. Ahmed Said Bah, Advisor to the DG of Partnerships and International Cooperation, Supervisor of the General Secretariat of National Commissions and Conferences, and Mr. Mohamed Hedi Shili, Director of the Legal Affairs and International Standards Department.
Dr. Salim M. AlMalik, Director-General of the Islamic World Educational, Scientific and Cultural Organization (ICESCO), received Dr. Dae Joong Kang, President of the National Institute for Lifelong Education (NILE) of the Republic of Korea, and together they discussed ways to promote cooperation in the field of education and developing the project of building lifelong learning cities in the Islamic world. At the beginning of the meeting, held on Thursday, June 15, 2023, at ICESCO Headquarters in Rabat, Dr. AlMalik praised the strategic partnership between ICESCO and the Institute, stressing the importance of the Member States benefiting from the Korean experience in the field of lifelong learning.
The Director-General also expressed ICESCO’s keenness to implement the provisions of the cooperation agreement signed with the Institute and work jointly to implement programs and initiatives to strengthen educational systems, especially in the African continent.
For his part, Dr. Dae Joong Kang highlighted the importance of ensuring education systems’ ability to keep up with world advancements, which requires exerting more efforts to capitalize on modern technology and artificial intelligence mechanisms, to ensure equitable and inclusive education for all, and provide individuals with the skills needed to face challenges and achieve sustainable development. The meeting discussed proposals for building lifelong learning cities in the Islamic world, building capacities, developing action plans to meet the needs of ICESCO Member States, and developing indicators and evaluation mechanisms to ensure the effectiveness of these educational cities.
At the close of the meeting, the two parties agreed to sustain coordination efforts aimed at strengthening the partnership between ICESCO and the Institute and providing all necessary means of support for activities and programs to promote the field of education in the countries of the Islamic world.

Dr. Salim M. AlMalik, Director General of the Islamic World Educational, Scientific and Cultural Organization (ICESCO), participated in the opening session of the Parliamentary Conference on “Interfaith Dialogue: Working Together for Our Common Future,” which kicked off on Tuesday, June 13, 2023, in Marrakech, under the high patronage of His Majesty King Mohammed VI – may Allah assist him, organized by the Inter-Parliamentary Union and the Moroccan Parliament, in partnership with Religions for Peace, and with the support of the United Nations Alliance of Civilizations and the Mohammadia League of Scholars.
Dr. AlMalik commended the important elements contained in the message of His Majesty King Mohammed VI, may Allah assist him, to the conference mainly in connection with directing MPs to work on ensuring a better future for future generations to live in a world of tolerance and coexistence that rejects extremism and violence.
ICESCO Director-General praised His Majesty’s eagerness to strengthen the status of the Kingdom of Morocco, as a model for coexistence, in which the followers of the monotheistic religions coexist in an environment of fraternity and security, in fulfillment of its long history of religious and cultural diversity and pluralism.
With the participation of parliament speakers, MPs, religious leaders, representatives of civil society and international experts, the three-day conference aims at establishing a constructive dialogue and exchanging best practices to address the main issues that hinder sustainable coexistence and explore opportunities for joint action in order to build more peaceful and inclusive societies.
The Islamic World Educational, Scientific and Cultural Organization (ICESCO) launched the International Conference on Lifelong Learning, on Monday, June 12, 2023, at its headquarters in partnership with the Ministry of National Education, Primary Education and Sports, and the National Agency for Combating Illiteracy in the Kingdom of Morocco, the National Institute for Lifelong Learning in the Republic of Korea, the UNESCO Institute for Lifelong Learning, and the Global Partnership for Education, aimed at strengthening international cooperation and intensifying efforts in the field of adult education and lifelong learning, to contribute to achieving sustainable development goals.
In his address at the opening session of the Conference with high-caliber participants, Dr. Chakib Benmoussa, Minister of National Education, Primary Education and Sports in the Kingdom of Morocco, stressed the need to strive for ensuring fair and inclusive education for all, pointing out that lifelong learning is the responsibility of all and is a key factor in addressing challenges.
For his part, Dr. Dae Joong Kang, President of the National Institute for Lifelong Education (Nile) in the Republic of Korea, reviewed the greater cooperation between the Republic and the Kingdom of Morocco in the educational field, explaining the efforts made by the Institute to ensure lifelong learning. While Ms. Monica Buaro da Cost, Minister of National Education of the Republic of Guinea-Bissau, pointed out through a recorded address, that illiteracy affects women more than men, and that the Ministry has implemented several projects to invest in adult learning programs.
In his speech, Dr. Salim M. AlMalik, Director General of ICESCO, explained that the concept of lifelong learning has become a field for implementing thought, allocating resources and sustaining efforts because it summarized the United Nations Sustainable Development Goals, mainly the Fourth Goal aiming at ensuring inclusive and equitable quality education and promoting lifelong learning opportunities for all.
He added that after the Covid-19 pandemic and its repercussions on the field of education in terms of dropouts and educational loss, it is time to define a regulatory framework for achieving an education characterized by sustainability, equality, quality and efficiency, by taking into account the future that requires us to keep pace with digital development and artificial intelligence technologies, noting that ICESCO is launching tailored programs to combat illiteracy.
For his part, His Highness Sheikh Rashid bin Hamdan Al Maktoum, Supreme President of the Hamdan Bin Rashid Al Maktoum Foundation for Distinguished Academic Performance, highlighted that ICESCO and the Foundation have joined efforts to contribute to building prosperous societies in the Islamic world and fulfill common aspirations to strengthen and improve educational systems.
Thereafter, the Conference first day sessions began including a session on the conference partners opening remarks, followed by a session on comparing models of international institutes in the field of lifelong learning, and then a session entitled: “From Literacy to Lifelong Learning… Paradigm Shift after the International Conference on Adult Education,” and a session on “Reading, Writing and Lifelong Learning: from the National to the Local Level.”

Sheikh Rashed bin Hamdan Al Maktoum, Supreme President of the Hamdan bin Rashid Al Maktoum Foundation for Distinguished Academic Performance, awarded prizes to the three winners of the 3rd edition of the Hamdan-ICESCO Prize for Voluntary Development of Education Facilities in the Islamic world.
During the prize awarding ceremony held on Monday, 12 June 2023, at ICESCO Headquarters in Rabat, at the opening session of the International Conference on Lifelong Learning, Dr. AlMalik delivered an address underscoring the exemplary partnership between ICESCO and the Hamdan Foundation and highlighting the significant accomplishments it has garnered, including the prestigious prizes in which numerous education institutions participated.
ICESCO DG also pointed out that the prize is named after the late revered scholar, His Highness Sheikh Hamdan bin Rashid Al Maktoum, whose remarkable legacy lives on through his sons. He expressed heartfelt gratitude for the invaluable opportunity to collaborate with this esteemed institution and congratulated the deserving winners of the award.
H.H. Sheikh Rashed bin Hamdan Al Maktoum highlighted that this celebration where enlightened thought and unwavering principles converge, symbolizes a shared vision for prosperous Islamic societies with advanced educational systems.
He also expressed his delight at the partnership with ICESCO and the accomplishments achieved, whether through the Hamdan-ICESCO Fund or the remarkable performance of the award with positive growth rates and increased participation from countries.
In his address on behalf of the winners, H.H. Prince Mansour bin Saad Al Saud, Assistant Secretary-General of the King Faisal Foundation, emphasized that receiving the prestigious award would serve as a compelling catalyst for the winning institutions to intensify their efforts and further develop educational facilities, enhance the quality of education and foster greater enlightenment and educational advancement in the Islamic world.
H.H. Prince Mansour bin Saad Al Saud, Assistant Secretary-General of the King Faisal Foundation, received the award on behalf of the Alfaisal University project, Mr. Mustafa Al-Sayed, Secretary-General of the Royal Humanitarian Foundation in the Kingdom of Bahrain, received the award on behalf of the Kingdom’s Scientific Complex project, and Mr. Richards Horwitz, Executive Director of the Family Educational Services Foundation (FESF), in the Islamic Republic of Pakistan, for the “Deaf Reach Schools” project.
It is worth noting that the third edition of the award garnered 37 entries representing 18 countries worldwide, and it is aimed at encouraging outstanding and sustainable educational initiatives and recognizing individuals and institutions leading charitable and voluntary efforts in the field of education.

AlMalik, Director-General of the Islamic World Educational, Scientific and Cultural Organization (ICESCO), and His Highness Sheikh Rashid bin Hamdan bin Rashid Al Maktoum, Supreme President of the Hamdan Bin Rashid Al Maktoum Foundation for Distinguished Academic Performance, chaired, on Monday, June 12, 2023, the official inauguration ceremony of the ICESCO-Hamdan Bin Rashid Arabic Language Center of the Network System for Non-Arabic Speakers “MESHKAT” at ICESCO Headquarters in Rabat. The ceremony was attended by Dr. Chakib Benmoussa, Minister of National Education, Primary Education and Sports of the Kingdom of Morocco, a delegation of representatives from the Hamdan Foundation and several senior officials and ambassadors.
During the inauguration ceremony, the attendees listened to an introductory presentation and watched a video about the MESHKAT Network System. The ceremony was broadcasted live to a number of education officials and representatives of educational and university institutions benefiting from the System in several ICESCO Member and non-Member States, who expressed their thanks for the inauguration of this great training platform in the field of Arabic language learning.
Afterward, Dr. AlMalik highlighted the System’s working mechanisms, pointing out that it relies on the use of the latest visual communication tools to reach the largest possible number of educational officials working in the field of teaching Arabic to non-Arabic speakers in many countries of the world in a time-efficient and cost-effective manner. He added that the MESHKAT Network System succeeded in training educational professionals in 34 countries during its pilot phase.
The ICESCO-Hamdan bin Rashid Platform, “MESHKAT, is an e-training system in the field of Arabic for non-Arabic speakers, based on networking and linking its center at ICESCO Headquarters and external centers, national training poles and educational and university institutions in the Member States and abroad. The Network System capitalizes on modern communication tools and educational technology to provide continuous and regular educational training services for workers in the field of teaching Arabic to non-Arabic speakers, to contribute to the professional development of large numbers of Arabic language teachers for non-Arabic speakers in various parts of the world.
